셰익스피어와 더불어 영국이 낳은 가장 위대한 작가로 평가받는 찰스 디킨스의 소설로, 프랑스 혁명 당시의 파리와 런던 두 도시를 배경으로 펼쳐지는 사회소설이자 연애소설이다. 삶과 사랑, 인간의 이중적 또는 다중적 모습 그리고 시대의 모순 등이 작품의 주제라고 할 수 있다.
격동적인 혁명을 배경으로 펼쳐지는 찰스와 루시의 사랑, 딸을 향한 마네트 박사의 사랑 그리고 루시의 행복을 위해 자신을 희생하는 시드니의 사랑 역시 씨실과 날실이 엮여 가듯 짜임새 있게 전개된다. 사건의 고비마다 뜨개질로 원한을 기록하는 드파르주 부인의 모습도 정교한 구성 장치 중 하나이다. 디킨스의 다른 소설에서처럼 이 작품에서도 풍자정신이 번득인다. 특권 계층의 행동을 높이는 듯하면서 실제로는 비난하며, 감춰진 허위를 폭로하고 권위를 추락시키기도 한다. 디킨스는 11개월의 집필기간 동안 내내 두 도시를 오가면서 인간과 역사의 미묘한 울림에 대해 깊이 생각하고 상상력을 발휘하였다. 그는 역사의 뒤편으로 사라져 간 사람들에게 생생한 숨결을 불어넣음으로써, 그 당시에 살았을 법한 인간군상과 사건을 현실감 있게 보여주는 데 성공했다. 즉 시대적 상황이라는 어쩔 수 없는 굴레에 빠져 아무에게도 기억되지 못하고 스러져 간 인물들이 디킨스의 펜 끝에서 다시 살아난 것이다.
